According to Dr. Georges Enderle (2001), he believes that the time of business ethics in China has come. He put forward four reasons to explain his position. First, as a developing country, China needs to develop its own productive forces before dealing with the problem of ethics. Secondly, the highest priority should be given to market forces which, if allowed to work unhindered, will produce wealth and solve many ethical problems. Third, for an orderly transition from a planned economy to a market economy, China must establish a strong legal framework so that market forces and self-interest do not jeopardize economic development. Fourth, even if there is agreement on the importance of business ethics for China, there remains controversy over which form of ethics to apply, such as modern Confucian ethics, socialist ethics, or Western ethics. From a long-term global perspective, he believes that business ethics are critical for all societies at the turn of the millennium.
