Grocery shopping initially alerted me to the wave of children appearing in the city; noticing multiple items labeled “WIC approved” along with “We accept EBT cards” at wholesale clubs. Having no children myself, but seeing families of matriarchs in these places with multiple children of the same age, the question became: where did all these children come from? Having read somewhere that the pregnancy rate has dropped significantly, the reality of the situation proves otherwise. In fact, it seems that there is a demographic explosion, especially among women belonging to low-income minorities. Again, perhaps Hampton is a special place, but younger, more economically disadvantaged African American women appear to have more births, more often than their ethnic counterparts. While this appears to be the case, Hampton also boasts strong social programs to meet the needs of this demographic. Two in particular, the family planning organization Planned Parenthood and the federally funded Healthy Families Partnership, work together to provide prenatal and postnatal care in the city. Unfortunately, there seems to be a disconnect with this demographic when receiving these services. There is a lack of parent-child communication about sexuality, comprehensive sexuality education in schools, and strong social support networks that promote adequate family planning. Viewed through the theory of planned behavior, attitudes and perceptions about pregnancy and family planning are addressed. Although Hampton has a strong network of social services, the gap between individual responsibility and the behaviors of these women needs further investigation: how and what decisions they make before learning about such services.
