Local, state, and federal governments have unique roles that would allow the flow of communications and resources to flow smoothly during each stage of progression. The local and state level (first responders) are the most important source as they can assess, coordinate and notify the next available resources of what is needed. State and local governments are on the front lines of planning and managing the aftermath of a terrorist incident by using available resources in the critical hours before federal assistance can arrive (Managing the Emergency Consequences of Terrorist Incidents, July 2002). A Terrorist Incident Addendum (TIA) is designed to reflect an emergency operational plan in relation to terrorist incidents. The TIA consists of six phases: initiation, concept development, plan development, plan review, plan development, supporting procedures and materials, and plan validation using practical, functional, full-scale exercises. The TIA should be compared to existing Emergency Operations Plans (EOP) plans in place at the local and state levels. Comparing pre-incident and pre-incident plans allows time for comparison and review of various functions which will prevent disconnects to ensure coordination and
