In 2010, Tanzania's population was 43.2 million and had an annual growth rate of 2.5%. Therefore, by 2025 the system will have to meet the needs of 50% more people (Borghi et al. 2012). The system also faces the task of meeting the needs of a population with rapidly evolving health concerns. For example, between 1990 and 2013, the IHME estimates that disability-adjusted life years (DALYs) and years of life lost (YLLs) from HIV/AIDS increased by 123% and 128% in United States.
