Evidence-Based Practice in Mental Health In 2003, North Carolina health leaders realized they needed to make changes to the services provided in health programs mentality of their community (McLaughlin & McLauglin, 2008). The North Carolina Science to Service Project (NCS2S) was implemented to provide more coordinated, quality health services to patients with mental health issues (McLaughlin & McLauglin, 2008). The objectives of the project were to better match health services to the mental health patient population, apply evidence-based practice guidelines in their mental health practice, ensure that adequate resources are allocated for services, and initiate training programs to state level for their healthcare professionals. (McLaughlin and McLauglin, 2008). This case study examines the integration of mental health services into the community setting, the use of evidence-based practice guidelines, the effect on stakeholders and the role of health professionals in implementing change. Why Change Was Necessary The impetus for change to improve the health services provided to people with mental illness arose because deinstitutionalization efforts that began in the 1970s failed to adequately serve this population (McLaughlin & McLauglin, 2008). McLauglin and McLauglin (2008) explain that North Carolina's four regional mental health hospitals acted as independent entities and did not work to provide better coordinated services to local community mental health centers. They reveal that local community mental health centers were not receiving the resources needed to run effective rehabilitation programs for their patients (McLaughlin & McLauglin, 2008).
